Motorcycle helmet laws in Canada by province: which standards (DOT, ECE, Snell) each one accepts
Every province requires a helmet, but each writes its own list of accepted standards. We read each statute and regulation on 2026-10-21. DOT, ECE 22 and Snell appear in all ten, CSA in five, and Yukon and Nunavut could not be verified.
Nobody pays to appear in this guide. Where a link leads to a retailer or a brand store, ALLR earns no commission on anything you buy through it. How ALLR makes money
Every Canadian province requires a motorcycle helmet, but there is no single national list of accepted standards. Each province writes its own, and the lists differ: Alberta names Snell M2025 and ECE 22.06 explicitly, Prince Edward Island names ECE 22.05 and CSA CAN3-D230-M85, and Ontario requires a mark or certificate on the helmet. Reading the statutes and regulations on 2026-10-21, DOT (FMVSS 218), ECE Regulation 22 and Snell appear in the accepted list of all ten provinces, though Snell is limited to named years in several, and CSA D230 appears in only five. A helmet carrying DOT and ECE is therefore the safe purchase if you may ride in more than one province. There is also no federal helmet standard: the Motor Vehicle Safety Regulations contain no occurrence of the word “helmet”. We could not retrieve the official texts for Yukon or Nunavut and say so below.

The territories are separate. The Northwest Territories Motorcycle Helmet Regulations (R-052-2011) adopt CSA CAN3-D230-M85, UN ECE Regulation 22 (24 September 2002 text), BSI BS 6658:1985, FMVSS 218, ANSI Z90.1 and Snell M2010, and require an approved label to be attached. For Yukon (Motor Vehicles Act, RSY 2002, c.153) and Nunavut we could not retrieve the official texts on 2026-10-21, so we make no claim about their accepted standards; use the official portals (Yukon laws, Nunavut legislation) or ask the territorial motor vehicles office.
Province by province
- Section 194(3) of the Motor Vehicle Act requires a helmet designated by regulation. B.C. Reg. 97/2012, the Designation of Motorcycle Safety Helmets Regulation (consolidation current to 13 October 2026), accepts Snell 2005, 2010, 2015 and 2020, FMVSS 218, and ECE Regulation 22.
- AR 122/2009 (current as of 11 June 2025) section 107(2) requires every person on a cycle to wear a safety helmet, with an exemption for a Sikh turban for those 18 or older. Section 108 accepts FMVSS 218, Snell M2005, M2010, M2015, M2020 and M2025 (D and R), and ECE 22.05 and 22.06. The CSA and BSI items were repealed by AR 129/2025. Helmets need the organization’s mark or label, and section 108(4) makes it an offence to buy or sell a non-compliant cycle helmet.
- The Vehicle Equipment Regulations, 1987 section 6.1(1) requires a helmet with a manufacturer label for ANSI, British Standards Institution, CSA, DOT, Snell or ECE. Section 6.1(1.1) adds for novice motorcycle riders: arms and legs covered, ankle-covering boots, full-fingered gloves, and a three-quarter, modular or full-face helmet. See also the SGI handbook.
- Highway Traffic Act section 187 and the Motorcycle Helmets Regulation, M.R. 167/2000 (most current as of 20 October 2026; last amended by M.R. 9/2017) accept Snell 2010, Snell M2015, FMVSS 218 and UNECE Regulation 22. Section 1(2) adopts the standards as amended from time to time.
- Highway Traffic Act section 104(1) requires a helmet that complies with the regulations. R.R.O. 1990, Reg. 610 section 2 accepts CSA D230 with the CSA monogram; Snell or BSI with a certificate; FMVSS 218 with the DOT symbol; and UNECE Regulation 22 with its approval mark. Section 6 provides a Sikh exemption.
- The SAAQ states that under the Protective Helmets Regulation everyone riding a motorcycle, moped, scooter, ATV or snowmobile must wear a helmet meeting DOT FMVSS 218, Snell, ECE Regulation 22, CAN-3-D230 (CSA), ANSI Z90.1 or British Standards Institute. We cite the SAAQ page and the regulation name only, and did not verify the Highway Safety Code article.
- Motor Vehicle Act section 229(1) requires a helmet complying with the prescribed standards, and section 229(2) lets a peace officer inspect it. General Regulation 83-42 section 38 (current to 1 January 2024, as amended by NB Reg 2014-91) accepts FMVSS 218, Snell M2010, Snell M2005 and UNECE Regulation 22.
- The Helmet Regulations, N.S. Reg. 99/2003 (unofficial consolidation, amended to N.S. Reg. 166/2021) section 2 require a motorcycle or scooter rider to wear a helmet bearing a mark showing approval by BSI, Snell, US DOT or ECE.
- Highway Traffic Act (current to 29 May 2026) section 213(4) accepts a crash helmet meeting CSA CAN3-D230-M85, FMVSS 218, ECE 22.05 or Snell M2010, or a standard approved by the Registrar. Section 213(4.1) requires removing the helmet and face covering at a peace officer’s request.
- Highway Traffic Act section 153 requires a helmet complying with the regulations, plus eye protection if the vehicle has no adequate windshield. CNLR 1007/96 section 44 (amended by NLR 47/09) accepts CSA D230 with the monogram, FMVSS 218 with the DOT symbol, and ECE Regulation 22 (05 series) with the approval mark; section 44(3) also permits Snell and BSI with a certificate of approval affixed.
- The Motorcycle Helmet Regulations under Motor Vehicles Act section 243 (an office consolidation, not the official text) are summarized above.
What this means for the helmet you buy
Three points. First, the lists name versions: Alberta names ECE 22.05 and 22.06, Prince Edward Island names 22.05, Newfoundland and Labrador the 05 series, and the Northwest Territories its 2002 text. We found Alberta alone naming 22.06 expressly; British Columbia, Manitoba, Ontario, Quebec, New Brunswick and Nova Scotia name ECE 22 without a series, and Manitoba’s text applies its standards as amended. A helmet that also carries a DOT mark avoids the question. Second, the mark has to be on the helmet: Alberta, Ontario, Saskatchewan and Nova Scotia all frame compliance as a mark, label or certificate. Third, in the ALLR catalog helmets with a stated certification break down as shown below, and many state more than one.
| Stated certification | Pages | Share |
|---|---|---|
| ECE 22.06 | 7,112 | 51.1% |
| DOT | 4,666 | 33.5% |
| ECE 22.05 | 1,308 | 9.4% |
| Snell | 489 | 3.5% |
| No certification stated | 3,628 | 26.1% |
A 26.1% share with no certification stated is a catalog fact, not a statement that those helmets lack one; many are listings that omit the field. For how the standards differ, see DOT, ECE and Snell explained and ECE 22.06 vs Snell M2025.
Example helmets that state both DOT and ECE 22.06
| Helmet | Stated certifications | Landed (CA$) |
|---|---|---|
| HJC C10 Solid | ECE 22.06, DOT | 149.95 |
| AGV K3 | ECE 22.06, DOT | 214.88 |
| Shoei RF-1400 | ECE 22.06, DOT, Snell | 529.73 |
| Arai Corsair-X | ECE 22.06, DOT, Snell | 867.99 |
Browse the helmet catalog or maker pages for Shoei, Arai, HJC and AGV. Helmets are the lowest-duty item in the kit: ALLR’s estimate uses 8.5%, the rate on tariff line 6506.10.90 in the 2026 Customs Tariff. Use the import duty calculator for one order.
No federal standard, and what the law does not say
The federal Motor Vehicle Safety Regulations (C.R.C., c.1038) set standards for vehicles, but we searched the full text on the Justice Laws site on 2026-10-21 and found no occurrence of the word “helmet”, so there is no CMVSS helmet standard to look for. Helmet rules are provincial. We also did not verify penalties, insurance consequences or enforcement practice, which differ by province and change; check the provincial motor vehicle office for those.
